The Department of Health said the revision was not based on new scientific evidence but was needed to help ensure that women did not underestimate the risks to their baby."
So it's more about women not being clever enough to figure out how to interpret the evidence.

Not sure what, if anything, it says about scientific evidence but perhaps it shows an acknowledgement (tacitly?) that most people don't base their choices on scientific evidence alone, which is no surprise?
