You may remember I raised a query last Friday on the above. Some many
already know this, so apologies if so.
I decided to call the CLA, as the guidelines on their website are very short
and did not answer the question. I also spoke to/emailed the British
Library.
I think I now have the answer, which hopefully might help others in our
group.
If we purchase a COPYRIGHT CLEARED copy of an article or material from a
book from British Library, we are allowed to reproduce that article or book
material as many times as necessary for the purposes of a journal club.
British Library have a huge list of serials on their database, but if you
follow the link: http://www.bl.uk/services/document/searchserials.html
(serials) or log into the Integrated Catalogue
http://catalogue.bl.uk/F/?func=file&file_name=login-bl-list, the lists also
include details of the extra fee you would have to pay to buy the
copyright-cleared copy of an article or material from that work.
Publishers set their own copyright clearance fees, so you will need to check
the individual titles on the above catalogues.
The copyright clearance fee is extra to the normal charge we pay to obtain a
single, 'normal' copy of an article from BL.
Digital and scanning: CLA told me that the clearance fee entitles you to
use the copy as though it were the original. We are allowed to scan and PDF
articles to colleagues, but they specifically said we could not post the
information on a computer for web conference sharing (the original question
I had).
I suspect there will be moans from the staff who run journal clubs, as of
course, this means more money will have to be spent on supplying an article
for their meetings. This said, it is only one copy that they will have to
purchase, even if it is more expensive than the normal copy cost.
The other issue, of course is, we may not be told by the person requesting
the article that it is for running a journal club, so perhaps we need some
information on our library handouts and adverts that explains this - so as
to cover ourselves.
