As Mike says, the issue of archiving web sites/pages before they
disappear is a growing concern. A group of organisations (including the
British Library and the Wellcome Library) has developed the UK Web
Archiving Consortium to try and capture some of this web information.
The selected web pages/sites are catalogued and made available via a
searchable/browseable website at http://www.webarchive.org.uk/.
I've checked and PPARC is there but not CCLRC. A snapshot of the site
was taken in March 2006 and we've asked the British Library (who has
responsibility for this area) to take another one before the site
disappears. It's a bit late for the CCLRC though.
The UK government also has its own web archive
(http://www.nationalarchives.gov.uk/preservation/webarchive/archivedwebs
ites.htm). I've had a quick look there but couldn't see any mention of
the research councils.

Maybe it was the date that prompted the low key launch of the Science
and Technology Facilities Council. I noticed it this morning when my web
watching robot showed the STFC home page rather than that of the CCLRC.

This raises an issue about the fate of the original web sites.
Historians of science may well want to know what PPARC and CCLRC got up
to.
Try to get at the CCLRC web site and you automagically end up on the
STFC site. PPARC still has its old stuff, but explains that this is a
temporary measure. Grab it while you can.
I wonder if the British Library has archived these sites. If so, does
anyone know how people are supposed to get at that historical data?
