>DAN'S CORE DEMANDS
>
>DEFINITION
>When DAN refers to Disabled People, it means all Disabled People. DAN
>supports self-identification as a criterion for a Disabled Person. FREE OUR
>PEOPLE means DAN is working at the cutting edge of Disabled People's
>struggle with those people living in institutions against their will or
>have
>been conditioned to accept what the workers around them would never accept.
>It also supports those Disabled People in the community under a direct
>threat of being forced into an institution.
>
>1. NO CAP ON DISABLED PEOPLES FREEDOM!
>DAN demands that Disabled People's FREEDOM should not be bound by the
>financial constraints of local and national government. In many local
>authorities if Disabled People's personal requirements cost over a certain
>undisclosed amount the authority only offers them the choice of residential
>care, we call on the Government to outlaw this illegal practice or capping
>by local authorities so that Disabled People can live and work in the
>community no matter what it costs.
>
>2. THE SERVICES FOLLOW THE PERSON
>
>Disabled People should be able to move from one local authority to another.
>The current systems effectively tie Disabled People to local authorities
>and
>service providers like bond slaves. If a Disabled Person moves from one
>authority to another, even if it is just across the street they have to be
>reassessed by the new plantation owners before they can get the services
>they need to live in the community. There are already long waiting lists
>just to be assessed and much longer to get the services.
>
>This is costly to the authorities, the Government and most importantly
>Disabled People. Why can't we carry our file with us like our health
>records?
>
>We call on National Government to produce regulations backed up by
>legislation, which will ensure that the services Disabled People need
>follow
>them if they move or choose to have services delivered by another agency.
>
>3. ACCESSIBLE HOUSING FOR ALL
>
>The lack of affordable and accessible housing forces Disabled People into
>institutions.
>
>DAN calls on the Government to:
>
>1) Set up registers of accessible homes in all cities.
>
>2) Regulate, backed by law, the building of sufficient integrated and
>accessible housing to meet the needs of all Disabled People.
>
>3) Housing Associations should only build "Homes for Life" until more than
>sufficient stock is in place.
>
>4) Disabled People living in institutions and residential care should be
>able to register as homeless people and have priority on Local Authority
>registers.
>
>5) Estate Agents should be made to publish accessible properties, they have
>on their books.
>
>6) Local Authorities should purchase accessible properties and rent them
>out
>to Disabled People until they have sufficient integrated and accessible
>housing stock.
>
>7) Local Authorities should act as Estate Agents providing the Disability
>community with access to information about accessible housing in their
>area.
>
>4. INDEPENDENT LIVING CENTRES IN EVERY AREA
>
>Every Local Authority should in partnership with it's Disability community,
>develop a network of Independent Living Centres based on the Social Model
>of
>Disability.
>
>The principles of these Centres would be:
>
>A. They would be controlled by Disabled People.
>
>B. They would be mainly staffed by Disabled People.
>
>C. The key work to these centres would be to:
>
>1. To connect with Disabled People living in institutions or segregated
>settings.
>
>2. To provide peer support and training for Disabled People in institutions
>or residential care settings.
>
>3. To provide information and support on housing issues to Disabled People.
>
>4. To develop advocacy within the Disability community.
>
>5. To develop training for Disabled People leaving or attempting to leave
>institutions or segregated settings.
>
>6. To provide legal advice to Disabled People and to aggressively pursue
>their complaints.
>
>7. To positively develop Disabled People's sense of identity and culture.
>
>8. To provide direct services to support Disabled People to live
>independent
>lives, based on the Social Model of Disability.
>
>9. To have powers of inspection of residential and segregated settings and
>have powers of referral to the Department of Social Security.
>
>This would effectively mean that in each community Disabled People would
>have an agency that would ensure they retained their choice and right to
>live in the community.
>
