I find on Ofcom's website

"Problems with your landline phone -
Privacy issues - nuisance and sales calls and faxes"

http://www.ofcom.org.uk/complain/landline/nuisance/silent/

This includes:

"On 1 March 2006 Ofcom announced new measures to help protect people from
silent calls. The new rules have been put in place to ensure companies who
use automated calling systems use them responsibly. Ofcom's aim is to
significantly reduce the total number of silent calls and to enable people
to clearly identify the source of any silent call that they receive.

For more details on the new rules please visit:
http://www.ofcom.org.uk/media/news/2006/03/nr_20060301"

This is headed:

"New rules to protect consumers from silent calls"

For information.

As far as I can tell it is generally unlawful.

The issue is that people feel very threatened by the silence, or think their
partner is having an affair. There now has to be at minimum an
"Informational Message" saying who "is calling and failing"

Tim,

I have obviously missed this change in regulation / enhancement / new
interpretation. Is it only illegal for sales calls? What about outbound
calls from customer service centres, where there is a customer relationship
in place?

Regards,

Clare

Not sure if anyone is following this. It's all about predictive diallers
and there being no agent present when the call is answered. This is now
unlawful.

And good PR is being made out of it:
