I'm not sure how the playing field is so "grossly uneven". The ITTs issued
by the JISC provide fairly clear guidance, and town meetings are typically
organised to amplify the advice.
This is a genuine question; within the constraints Stuart has outlined (and
bearing in mind Peters later comment about HE numbers in smaller colleges -
which I agree is an issue worth addressing), what else should the JISC be
doing?
