This is true, BUT:
Where FE Colleges have significant (over 400 FTE's) HE student
enrolments (like ours) they are perfectly entitled to bid for funds via
the various JISC projects because of there HEFCE funding. However there
is still a grossly uneven playing field when HE in FE Colleges attempt
to access any of this funding. This is what needs to be addressed IMHO.

Haven't we been round this one before?
JISC is funded by HEFCE, the *Higher Education* Funding Council for
England. It *did* receive funding from the Learning and Skills Council
(which funds a lot of FE) but that funding was massively reduced by the
LSC. I'm not sure how far it was reduced but it was enough to push JISC
down this route.
I fully realise there is a blur at the boundary between some areas of
FE
and HE but the simple matter is HE funds JISC (or at least the lion's
share), FE funding for JISC was slashed by the LSC, thus JISC cannot
support FE anything like the way it did or would like to. So the issue
is
not with HEFCE, JISC, or HEIs, but with the LSC isn't it?
