I thought it might be useful to know when CAB was unavailable, in order to
investigate and explain why we were unable to fully utilise the system. (We
rather like it in a limited way).
So I wrote to various helpdesks, and eventually got through to one.

Apparently there is no register kept of outages of the CAB system... So
that's alright then, when asked what level of service was provided, they can
happily say that there were no recorded loss of service.
