I'm not sure I understand the question: there's no "if" in the sentence

Hang on.... the model does _not_ say that a resource is a statement.
Given that a resource can be anything, a statement is itself a resource
(and so could be described by a DC description), but not all resources
are statements.
I don't think an inventory code, a barcode or a Dewey Code is a
statement.
An inventory code is a resource, a barcode is a resource and a Dewey
Code is a resource. And I can refer to those resources in statements. So
(as in my last message) I can construct descriptions containing
statements referencing an inventory code (or bar code or Dewey Code),
and describing the relationship of the inventory code (etc) to some
other resource. But the inventory code (etc) itself isn't a statement.
