Consultant on Children and Armed Conflict (3 months)
The Geneva-based Internal Displacement Monitoring Centre (IDMC) of the
Norwegian Refugee Council is looking for a Consultant on Children and
Armed Conflict. Mandated by the United Nations, the IDMC is the leading
international body monitoring internal displacement worldwide. For more

Job Description
IDMC covers over 50 situations of internal displacement, where children
represent an important part of the displaced. In many cases, children face
severe protection risks during flight and while displaced, that can
include killing or maiming, sexual violence, abduction and trafficking.
IDP camps are often prime recruiting grounds for child soldiers because of
the convenient concentrations of children in these zones. Displaced
children are also often the victims of neglect, diseases and malnutrition.
But information on their situation is usually more anecdotal than
systematised.
The consultant (based in Geneva) will work with IDMC focal points on
children (based in Geneva and New York), as well as IDMC country analysts
in Geneva and IDMC partners to design and implement a project financed by
IDMC. The goal of the project is to improve the quality of information
related to displaced children in the IDMC database. The duration of the
assignment is three months from March - May 2007.
Tasks
In collaboration with the IDMC focal points on children, the consultant’s
tasks are as follows:
- Deliver two internal workshops on protection of children,
outlining main concepts and issues
- Review the information in the IDMC database pertaining to children
in the following countries: Burma, Colombia, DR Congo, Iraq, Nepal,
Russia, Somalia, Sudan, Uganda, Kosovo, CAR
- Review, develop and finalise the draft section of the database
handbook on displaced children;
- Suggest new sources, documents and contacts related to the
situation of displaced children in these countries to country analysts;
- Submit detailed final report to be posted on IDMC website (and
possibly others) analysing the quality and quantity of information
currently available on displaced children, and including recommendations.
- Hold a meeting with country analysts to discuss findings
- Develop a description and action plan for IDMC to improve its
information and advocacy on internally displaced children
Qualifications
The consultant must have an extensive experience in the field of children
in armed conflict and have excellent drafting skills in English.
Conditions
The consultant will be based at IDMC’s office in Geneva.
Fees and other benefits to be agreed according to experience and
qualifications.
Please note that only short-listed candidates will be informed of the
status of their application. Citizens of countries other than Switzerland
and the old member states of the European Union may face difficulties in
obtaining a work permit for this position from the Swiss authorities. For
