I can remember the difficulties I had estimating the number of wheelchair
users in the City where I live never mind anything more precise.
To begin with statistics are not kept that way. There are doubtless more
wheelchairs in circulation than have been issued or dealt with through the
NHS, and of course there is no central record of sales figures, a host of
companies and the fact that unlike cars where you know how many are on the
road officially, because they have paid tax, you don't know how many
wheelchairs are actually in use, and how many in landfill sites.
Then there is the definition of wheelchair user to contend with, I would
presume you are looking for people who need to use a wheelchair in
connection with their employment. I would guess (and I can only guess) that
the only figures available would be through the Jobcentres, and then all you
will have is people who have gone through the access to work system.
I think you will have to do some creative data mining and creative
estimating, and anticipate the likely criticisms from that.
