I guess this is obvious, but i suppose it depends on your definition of
"never existed", as there were probably civilisations that the amazons etc
were loosely based on....
I can think of plenty of places that never existed and peoples who were
semi-kinda-but-not-divine, like the formorians, but not many that would
actually be 'civilisations'.

Hy Breasil
possibly the Myrmidons ? camelot and its citizens ?
the Fir bolgs (theres plenty of ancient civilisations in Ireland)
