I'm not sure that it is available as a PDF to be honest which
is a bit of a shame.
I added the restriction "filetype:pdf" to my Google search for
it and a quick look at the results didn't look too promising.
One five page file from POST**, 2003, mentioned three references
including the html version of the document you're looking for.

It also referenced a POST note in PDF form - which makes me
suspect that if yours was available in a PDF it would have been
referenced in the same way, perhaps. Admittedly that's
an assumption!
According to the stationery office (TSO) it was reprinted in
2001 and you can buy a hard copy for £13, if this was the
one you're talking about:
