Digital Rights Management

This ALPSP Technology Update focuses on the particular DRM issues and
requirements of the scholarly publisher and will seek to give a clear
framework for answering the DRM questions that they currently face:

*         What is the state of DRM?

*	Should I consider implementing DRM for my business?
*	If so, in which areas of my business and how do I determine and
appropriate approach to take for each area of my business?
*	If not, why not, and how do I explain the decision to other
stake-holders in my organization?

The scholarly publishing industry’s interest in DRM ebbs and flows. The last
surge of interest in DRM occurred during the late 1990s and waned after the
dotcom bubble burst. At the time, most in the industry concluded that DRM
was still too immature and expensive to invest in - particularly in an
environment where the appetite for major outlays in technology was low.

Recently, however, publishers have shown a renewed interest in DRM. This
interest is in part due to the publicity surrounding some apparently
successful, large-scale deployments of DRM technology by other industries -
notably with Apple’s iTunes. And herein lies the challenge for scholarly
publishers. DRM is an enormously broad topic and is of interest to a wide
variety of different types of content publishers. But most discussion of DRM
fails to distinguish between the needs of those seeking to secure music and
video, from those seeking to ensure appropriate payment for articles and
books. Similarly, they conflate the businesses of mass-market content and
targeted, specialist content. This half-day meeting therefore provides a
relevant overview of DRM in non technical terms and shows how it might
impact publishing decision-making.
