We have both these documents but can only supply copies
through the inter-library loans service.
COM(91) 282 has no explanatory memorandum: it is simply a
proposal for a Council Decision concerning the summary
notification information format referred to in Article 9 of
Directive 90/220/EEC (release of GMOs)
COM(90) 283 is 196 pages long: the first 53 pages are on
the future system of free movement, the rest are proposals
for legislation relating to the EMEA and medicinal products.
The BL should be able to help locate texts.
