I did bring this issue up at the LSC/Dfes consultation in Leeds last week and was asked to email both departments about it, which I duly did!

Please see the link below for an article in my local newspaper - The
Ilkley Gazette.
Ann Cryer, the MP for this constituency has apparently had a law passed
that "... will establish a requirement for English before a person can
gain Indefinite Leave to Remain." This would chiefly affect asylum
seekers and spouses of residents. No level of English is mentioned in
the article.
Ann Cryer wanted this law passed, as according to her statistics 50% of
the Asian community in Bradford don't speak English. The article
explains that this new law has been motivated by her ideas on cohesion,
integration and empowering Asian women.
Of course the article makes NO link whatsoever with the the new LSC
funding directives on ESOL. Do you think any of the government
departments knows what the other is doing? Things could get out of hand
if individuals can't get ILR and stay in the UK because they can't
afford ESOL classes!
I have aleady emailed Ann Cryer (as my local MP) to request a meeting to
discuss this with her. Not heard anything yet... Will keep you posted.
