The parking issue became something of a personal crusade for me and we
eventually managed to "persuade" the Uni authorities that by denying access
to course facilities and use of resources because students weren't able to
park in the most accessible place they may be in breech of the law. To be
fair we are a campus Uni built on quite an incline so our position may be
different, but I would still consider it a "reasonable adjustment" to allow
disabled students who need to use their cars, but who are not eligible for a
blue badge (such as those with ME, heart condition, mental health issue) to
park for free anywhere on campus. LAs also seem to think this is the case
as everytime I have requested money back for the cost of a parking permit
they have refused and told us to refer it to the Uni - which is what set me
on the crusade in the first place.

are there any regulations? I know that there are supposed to be so many
blue badge spaces inserted when a new parking area is laid out - but does
this apply retrospectively? is there any guidance on where these should be
on a campus with several buildings?
