make them turn over a new leaf. More likely, just as those receiving
ASBOs - they'll treat it as a badge of honour especially being on the

There is a clear difference between publishing photos of people caught
by CCTV camera committing criminal (including anti-social)acts in order
to facilitate identification, which is a wholly legitimate act, and
publishing photos of known "litter louts" in order to name and shame. As
far as I am aware we have not yet decided in this country that public
humiliation is an appropriate form of punishment for offenders - if and
when we do so it should be as the result of national public debate, not
at the discretion of individual councils, vigilante groups and right
wing tabloids. I am personally concerned about the way some councils
appear to be jumping on the same bandwagon as right wing newspapers in
wanting to generate anger against people who are committing quite
trivial offences like dropping litter. I heard a talk in programme on
the radio a couple of weeks ago in which the presenter suggested as a
topic "are you sick of your neighbours who won't recycle?" It had never
occurred to me that this was something to get angry about, although it
is undoubtedly an important environmental issue. And incidently, the
street I live in is on the route to a school and usually deep in
discarded crisp packets, fizzy drink bottles etc. I don't like it and
have asked the council to make more effort to deal with it, but I don't
want to see children's photos staring at me from billboards as prototype
villains.

I think the difference is that aggrieved families of victims and/or
vigilante groups don't tend to target litter louts in quite the same
way! I can remember reading about a terrible case in Liverpool of a man
beaten to death by a mob who believed him to be a paedophile, when it
was a case of mistaken identity and he was a perfectly innocent member
of the public.
