Hello
Yes if you remove a user all their data is removed as well. So it would
be wise to use the archive tool to archive old courses and then remove
the courses as well. You can use the snapshot tool to remove courses
users and enrolments. We don't have any policy at the moment but we have
three full years of heavy usage so will probably need to start thinking
about removing old data in the near future.
