Thanks Justin for the link to our standards!
Manchester City Council have adopted these standards as policy,
unlike, as far as I'm aware, other local authorities who use best
practice standards as guidelines only. This means we can get some
developments changed as has happened recently with one external
development in a regeneration area which was not designed or built to
Design for Access 2 standards.
Also, Alyson, you might be interested to note that we have some
residential standards which are better than Lifetime Homes and are
currently being used in some of the development areas, including
Housing Market Renewal projects in Manchester.
However, the standards are incomplete and don't include everything we
(MDPAG) initially wanted but it took us 18 months including extensive
consultation within the City Council. So, we don't have adult
changing areas (known by others as "hygiene suites" but we call them
"accessible toilet suites") or changing areas for primary school
children in the manual, but we have agreed with MCC some design
standards for use in schools and in other public buildings since D4A2
was published. We have also done some more work with the city council
(MCC) on design for inclusive schools, parks and outdoor areas, use
of trams in city centres etc.

The City Council agreed to publish D4A2 but we gave them some money
for accessible formats so there should be no problem if you need
different formats.
