First of all, celebration of the 'New Mass' (Novus Ordo) in Latin is
encouraged (especially where the congregation understands Latin!) [When a
friend of mine first heard it, she exclaimed "That's not the Latin Mass -
it's the New Mass translated into Latin!" The priest just looked at her -
she was wrong, technically: the Latin version of the Novus Ordo is the
definitive one, and the vernaculars are translations.]
Secondly, (controlled) celebration of the Tridentine Mass is allowed, under
an "Indult" from, I believe, the bishop of the diocese. This is
more-or-less automatically granted (depending on the bishop, I suppose). I
think the latest idea is to give blanket permission.
It is the celebration of earlier, medieval, versions of the Mass that is the
real problem. They are "obsolete forms of the Mass", and permission is also
required for these. I don't know whose permission is required (bishop,
metropolitan, Vatican, General Council?), but there seems to be a marked
reluctance to even apply.
