It contradicts itself several times, disregards important factors as
irrelevant and uses jargon and acronyms without explaining their meaning.
As a public document it is supposed to be clearly understood and I stand by
my statement that it is horribly written.

I agree that change is needed but the proposals that are made here are not
going to help public libraries.  

Lets ignore (as the report does) the fact that all of our existing stock
would need to be re-labelled and re-catalogued, lets disregard the fact that
the software they insist will be our salvation does not exist and would have
to be built from scratch (in less than two years).  Even if public libraries
bought titles on a national scale they would not be able to negotiate the
bulk discounts on the scale of national book chains.

Imagining that all the potential flaws I see in the scheme are negotiated,
do you really imagine that local authorities are going to plough savings
back into libraries?

I didn't find the report particularly horribly written. It sets out some
clear findings and a rationale for change. Colleagues may not agree with
all the detail, but the fact is, with falling issues and increasing
costs, we need to make some changes to the way we do things - and not
just accept 'managed decline'.  People have been asking for leadership
in the sector for some time - here's an example of it starting to
happen.

I am surprised that no one on the list has commented on this before now.


Perhaps only members employed by the MLA have had the time and
inclination to plough through the whole thing (it is quite horribly
written after all).

Personally, whilst I am obviously looking forward to the "opportunities
that these proposals will open up" for me to become redundant or work in
the library equivalent of a call centre, I am hoping that my local
authority will not be foolish enough to devote nearly all of their stock
funds into a scheme which does not seem to relate to the way in which
public libraries actually work.

This seems a good time to draw everyone's attention to the publication
last week of MLA's latest report on stock procurement, "Better stock,
better libraries" which you'll find on our website at
http://www.mla.gov.uk/website/programmes/framework/framework_programmes/
stock_procurement

While we wouldn't want to suggest that anyone delays a review of bib
services until 2008, it is important I think that any such review takes
account of the national direction of travel and allows your authority to
start to plan for the opportunities that these proposals will open up
for you.
