Well what of course is even odder about this whole affair is that the WHC
was born of the "Convention Concerning the Protection of the World Cultural
and NATURAL Heritage".
But interestingly, looking at the WHC website today suggests that the BBC
seems to have got it not-quite-right. Measures are being adopted
http://whc.unesco.org/en/news/262 but I think the point was that
environmental activists wanted a strong and definitive statement from a
premier heritage body which could be used politically, whereas the WHC wants
rather to do "more studies" and "share experiences". It implies they are
next discussing the issue in 2007.
