I don’t know if I have the most accurate answer but I believe either you
use a software that supports the inputting/generation of Pinyin letters
or if you don’t use such a programme, you can copy & paste this
character from the 'Character Map' that you can find under 'All
Programs' -> 'Accessories' -> 'System Tools.'
Please do let me know if someone has a better solution!

in Microsoft Word, but have hit a problem trying to get the character nü
for woman, as the computer will not let me type in a ü within the
