This is the correct behaviour.
When you use "Display Cells" for a spin system it will only make a grid of
cells using the resonances that are within range for the destination
window. In your HSQC-TOCSY example there are 4 1H shifts that fit on the Y
axis, but only the amide 1H is within X axis range. There would be nothing
to see at the other shift intersections.
If you map a 1H-1H 2D spectrum with full proton ranges into the window you
would hopefully see a fuller grid.
