I'm looking for advice on cross authority use of the Peoples' Network. LibrariesWest is a consortium of 5 library authorities who share the same PN provider (NetLoanPro) and we allow customers registered with one authority to use the PN in the other authorities in the consortium. The issue we have is where we ban a customer for either contravening the Acceptable Use policy or for behavioural problems in a library and then try to enforce that ban in another consortium authority. Is this legally enforceable and are we likely to be challenged on this by a customer? Do any other authorities have experience of this? We want to avoid getting Legal Services involved if at all possible!
