I'm not so sure about this.
I'm sure that one of the secrets of Moodle's success has been the
moodle.org community, where there's ready exchange of views, experiences
and expertise between all sectors of education (from infant schools up
to HE, plus corporate training and life long learning), and across
national and cultural boundaries. Thus, although Moodle started off as a
HE platform, it's evolved into something which works across phases. The
community-hub feature that Peter mentioned is, hopefully, going to take
this sort of collaboration beyond technical and pedagogical discussions
into the content too.
