I can think of several possible reasons why the Catacombe di SS. Pietro
e Marcellino are ordinarily closed to the public: 1) their size and
complexity (so, if they were open, visiting would probably be restricted
to a very limited area or to guided tours only); 2) to protect the
inscriptions (some left by medieval pilgrims, BTW) and the paintings --
for specimens of the latter and also a plan of this complext, see:

But the complex does seem to be open TODAY, though you have to call
ahead and by now all the places may be taken:
