Thoughts on the use of IPSV and LGCS.
The Integrated Public Service Vocabulary (IPSV) serves a different purpose
to the Local Government Classification Scheme (LGCS). IPSV is (as it
says) an encoding scheme for populating the eGMS Subject metadata item.
As eGMS says, the purpose is to enable browsing from multiple sources.
IPSV is primarily focused on information that is "published".
LGCS, like any classification scheme, serves five main purposes.
1. To group related records together into a context.
2. To organise storage of information (the fileplan).
3. To browse (as opposed to search) for information.
4. To provide the structure for implementation access controls.
5. To provide the structure for applying retention schedules.
LGCS is the structure for applying record management policies.
Users are very poor at applying metadata. By mapping the IPSV to LGCS it
should be possible to either reduce and/or guide the choices of the user
if applying the metadata manually, or improve the process of automated
allocation of IPSV (as is already achieved by some Councils).
The existing mapping does contain some obvious errors that require
correction.
The other part of the project is the mapping of retention schedules from
the RMS Local Government Group Guidelines to the LGCS. This should assist
any Council looking to implement retention policies.

Hello All
I note that the exec committee of the RMS have approved a project to map
IPSV to LGCS and I just wanted to find out more about the benefits of this.
We are looking at reviewing our FOI publication scheme and are looking at
whether there are benefits of using the IPSV for its
categories/classification. Our thinking being that if we were to adopt the
LGCS for our records classification scheme, - we would be able to benefit
from the mapping by being able to link records that are available for
publication straight to the scheme.
Is anybody else looking at doing this, (is this one of the intentions of
the mapping) or are there other benefits to consider, (populating
metadata)?
I'd be grateful for thoughts from anybody on their use of the IPSV and
LGCS, - or details of the reasons behind the RMS project.
