EXPRESSION OF INTEREST INVITED FOR RESEARCH PROJECT
COMMUNICATION SUPPORT NEEDS* : RESEARCH PROGRAMME PHASE 1
The Minister for Communities recently recognised the need for evidence on
communication support needs.
The Scottish Executive is now developing a research programme to
investigate the breadth and depth of need for people who experience
barriers to communication and appropriate development of service provision
for them. It is expected that the research programme will progress into
three phases. This expression of interest relates to the first phase of
the research. Later phases will involve consulting with a range of people
who have communication support needs, and service providers.
As the first phase of this research programme the Scottish Executive would
like to invite expressions of interest from potential contractors to
conduct a review of existing work to define and assess the range of
communication support needs. It will also identify which groups of people
are more likely to have these needs. The methodology for this work may
also require consultation with relevant stakeholders to identify grey
literature and to consider how the public sector understands communication
support needs. This phase of the research should develop a detailed
understanding of communication support needs to provide a basis for
further research in this area.
The first phase of the research is expected to be commissioned by May 2006
and is likely to report by October 2006. Subsequent phases will then be
commissioned.
Interested contractors should complete an Expression of Interest form, and

Only a limited number of contractors will be invited to tender for this
project and the submission of an expression of interest should not be
taken as a guarantee of inclusion on the shortlist. The Scottish Executive
does not automatically inform contractors who are not invited to tender
for a specified project.
* Please note that communication support needs, for the purpose of this
research programme, does not refer to translating and interpreting
minority ethnic community languages or adult literacy and numeracy, as
this is being researched elsewhere.
