We started sending out by first class mail in hard backed envelopes.
On the seal I affix a return address label for when Royal Mail cannot
deliver.
In two years I have had about 6 back and to date I cannot recall a student
calling to say they had not received a certificate.
Cannot see the need for recorded delivery and agree it is cheaper to pay for
losses.

Hello
I'd find it useful to know what use you make of recorded delivery for
dispatching certificates to students.
A number of boards seem to be advising (insisting?) this, but historically
we've found that it is cheaper/easier to pay for the occasional replacement
certificate should one not arrive.
Any advice gratefully received?
