Ten years on... from the introduction of the 1996 Community Care (Direct Payments) Act, how has policy developed across the UK? Why have direct payments been more developed in some areas than others? How has this affected the independent living movement? Where do we go from here? The seminar programme includes presentations from activist, academic and policy perspectives.
