  1. Free movement of workers since the 2004 enlargement 
     had a positive impact

     Mobility 2006


  1. Brussels, 08-02-2006. A European Commission report published today 
  shows that workers' mobility from the EU Member States in Central and 
  Eastern Europe to EU15 has had mostly positive effects and has been in 
  most countries quantitatively less important than foreseen. Workers 
  from EU10 helped to relieve labour market shortages and contributed to 
  better economic performance in Europe. Countries that have not applied 
  restrictions after May 2004 (UK, Ireland and Sweden) have experienced 
  high economic growth, a drop of unemployment and a rise of employment. 
  As to the 12 EU countries using transitional arrangements, where 
  workers managed to obtain access legally, this has contributed to a 
  smooth integration into the labour market. However, evidence suggests 
  that some of these countries may also have faced undesirable 
  side-effects, such as higher levels of undeclared work and bogus 
  self-employed work. For the EU as a whole, flows of workers have 
  been rather limited.

     europ?enne publi? aujourd'hui, les flux de travailleurs des Etats
membres 
     d'Europe centrale et orientale vers l'UE-15 ont eu des effets

     appliquent des dispositions transitoires, les travailleurs qui 
     sont parvenus ?  y obtenir l'acc?s l?galement, se sont int?gr?s 
     sur le march? du travail sans difficult?. Toutefois, les donn?es 
     disponibles semblent indiquer que certains de ces pays ont pu ?tre 
     ?galement confront?s ?  des effets secondaires ind?sirables, 
     tels que des niveaux plus ?lev?s de travail non d?clar? et de 
     travail ind?pendant fictif. Pour ce qui est de l'Union europ?enne

  1. Br?ssel, 08-02-2006. Die Mobilit?t der Arbeitnehmer aus den 
  EU-Mitgliedstaaten Mittel- und Osteuropas in die EU15 zeigt 
  ?berwiegend positive Auswirkungen und war insgesamt geringer 
  als erwartet, wie ein Bericht der Europ?ischen Kommission heute 
  feststellt. Arbeitskr?fte aus den EU10 helfen mit, 
  Arbeitsmarktengp?sse auszugleichen, und sie tragen zu einer

  2004 keine Beschr?nkungen eingef?hrt haben (Gro?britannien,

  dass einige dieser L?nder mit unerw?nschten Nebeneffekten konfrontiert 
  sein k?nnen, etwa mit mehr Schwarzarbeit und Scheinselbst?ndigkeit.
