Can anyone help?

Assuming the referendum on the constitutional reform were to pass sometime this
year, Corriere della Sera of 16 October 2004 suggested a three-phase
implementation would be needed, in part because of the requirement for amendment
to the electoral system. Is the outline (see below) suggested by Corriere still
broadly accurate?
Does anyone know of a good source sketching out likely scenarios for (probably
unlikely) implementation?
Corriere:
If the referendum takes place in the autumn of 2006, the reform will be
realised in 3 stages thus:
End of 2006: Division of legislative competences and devolution; reduction to
40 for eligibility to stand as candidate for the office of President of the
Republic; nomination of Independent Regulatory Authorities; gradual
implementation of new procedures to elect the COnstitutional Court; laws on
ineligibility implemented;
2011: Powers of the President and PM in place (PM power to dissolve parliament
and application of the 'constructive vote of no confidence' require amendment to
electoral system); legislative procedures changed.
2016: Election of Chamber of Deputies and Senate according to new composition,
simultaneous with regional elections.
