I've just realised that this possibly isn't quite the case.
The way that the jar file is wrapped up in an application bundle is
by copying in a native binary launcher, which (presumably) does the
work of starting up the JVM with appropriately Approved bells and
whistles. If the assembly of the bundle is done on a ppc Mac, then
this will doubtless still work, since the ppc-native binary will run
OK under emulation, but the converse _may_ not be true, depending on
quite how the Universal Binary stuff works (my guess would be that it
would indeed work in both cases).
