This is the same problem I was having, I'm still getting a bailout
when trying to do a fresh checkout,
U thirdparty/tclsys/tcl/library/tclIndex
U thirdparty/tclsys/tcl/library/word.tcl
cvs checkout: Updating thirdparty/tclsys/tcl/library/dde
U thirdparty/tclsys/tcl/library/dde/pkgIndex.tcl
cvs checkout: Updating thirdparty/tclsys/tcl/library/dde1.1
cvs checkout: failed to create lock directory for `/cvs/thirdparty/
tclsys/tcl/library/dde1.1' (/cvs/thirdparty/tclsys/tcl/library/dde1.1/
#cvs.lock): Permission denied
cvs checkout: failed to obtain dir lock in repository `/cvs/
thirdparty/tclsys/tcl/library/dde1.1'
cvs [checkout aborted]: read lock failed - giving up
