I don't think you need any of the USSC, or need to have any of the
gnu autotools installed, in order to do a normal build
of the java system. The compiled native libraries for JNIHDS and JNIAST
for i386, sparc, ppc and x86 architectures are stored in CVS and only
built and checked in (usually by Peter) in an extraordinary build step
when the underlying libraries have changed. I'm not certain the same
applies for SPLAT (the only other starjava element which uses native code?),
but I think it does.
