Why a size_t for "count" rather than an int? Also, the name "count" is
a bit specific, since in principle there may be items of integer
information which do not represent counts. I would have thought "value"
was more generic.
This API is limited to returning global information about HDS. If it had
an HdsLoc argument it could be expanded at some point in the future if
necessary to also return information about a specific locator. That would
make it even more like grpInfoI.
