Hi there
Here at the University of Pennsylvania our repository of research papers
has been growing slowly on a department by department basis. Our approach
to the licence issue has been to have a ' participation agreement' signed
by the chair of the department on behalf of his department. The agreement
stands for the duration of the department's participation in the repository
project and holds for each member of that department, the agreement wording
is paraphrased here http://repository.upenn.edu/policies.html.
