The CD-LOR project aims at identifying and analysing the factors that
influence practical uptake and implementation of learning object (LO)
repositories within a range of different learning communities. Please
note that the project has just begun and is part of the JISC Digital
Repositories Programme.
Finally, there is an excellent manual,
called 'LEarning About Digital Institutional Repositories'
Creating an Institutional Repository:LEADIRS Workbook

Particularly Chapters 1-3 are relevant, with lots of good ideas
