Further to Anna's posting, I just got the response below from Ed Pentz at CrossRef. Hope of some use.

There are a number of open interfaces to look up CrossRef DOIs if you have
basic bibliographic data. These are:
- Free DOI Lookup form - http://www.crossref.org/guestquery/ - just fill in
the fields. You need at least journal abbreviation, page and year or first
author last name to get a match. CrossRef will return a unique match or if
there is no exact match the most likely options will be returned.
- Simple Text Query form - http://www.crossref.org/freeTextQuery/ - this is
a new service where you can cut and paste reference list from Word or PDF
documents and CrossRef will do the matching for you. This has been working
very well.
- OpenURL interface - http://www.crossref.org/02publishers/openurl_info.html
- CrossRef has an OpenURL 1.0 compliant resolver to send in metadata and get
a DOI or send in a DOI and get metadata or redirect to the content itself.
