I agree that BLPU extents are essential, but for an NSAI, not LLPGs or the
NLPG. In my view this should be part of a national cadastre, managed by
local government, HMLR, VOA and Ordnance Survey working in partnership - not
at each other's throats chasing illusory income streams or profits! 

What is more, such a national cadastre can be self funding provided that it
is paid for by a levy on planning applications and land registration fees at
the point of data capture, not by trying to sell the data at fatuous prices.
The data can then be made available free at the point of use.

The two other data items I would like to see in the national cadastre are
number ranged street centre lines and building footprints. That minimal data
set together with administrative and statistical boundaries makes up not
only an effective NSAI but the basis of a sustainable NSDI.

For the time being we are faced with a pointless, futile and destructive war
of attrition between many of the warring parties. I don't believe that local
government as it stands can be coordinated to produce a consistent or
effective NLPG let alone a national cadastre, but it must be treated fairly
as a vital partner in producing such a system, and the prime customer for
it.

I am not optimistic that any of this will be resolved in a sensible way any
time soon, the parties have been in their trenches for at least six years,
and actually a lot longer than that. The counter productive and wasteful war
of attrition goes on and government ministers can't be seen for dust as soon
as they realise what a quagmire it is.

I'd appreciate any feedback on perceptions on the value of some elements in
local autorities developing their LLPGs to:

-Create all BLPU extents
I think this is essential so that spatial datasets can be efficiently
interrogated for properties -Replace Address-Point as operational address
lists I think this is obvious as LLPGs become the authoritative source of
addresses for LAs

Any comments welcome.
