Not really a gremlin, just something that isn't as nice and easy yet
as it could and perhaps should be. As Willem points out, this is
working exactly as designed - so it's not on a "needs fixing" list,
but rather on an "Institution X feels it would be really nice if this
were working differently" list.
There is a command line tool in apps/bbcms/bin/ for explicitly
changing the quota on an existing folder - syntax:
set-directory-quota.sh (or .bat) <path to directory> <quota in MB>
Example:
/usr/local/blackboard/apps/bbcms/bin/set-directory-quota.sh /users/jsmith 30
