Background of the conference:
In industrialised countries, transport activity generates about 25 to 30%
of the emissions of CO2, and these emissions are growing rapidly.
There are two drivers of this growth: one is a dependence on fossil
fuels, the other is the strong growth in vehicle-kilometres of travel. After
putting the issues of transport energy consumption and GHG emissions
into context, this colloquium will concentrate on the potential for
"transferable permits" (i.e. marketable quotas) in the transport sector to
achieve quantitative targets, such as the level of GHG emissions.
