Don't forget that road pricing is a form of Marginal Cost Pricing.
If you charge for a scarce resource people will use it better.
Never forget, a new transport link (a new road or rail link) will (if its constructed where people want to use it), increase land values in the vicinity of the new link. Landowners make an unearned gain that should rightly go to the public purse to not only help pay for the construction of the link but also for regular maintenance. This could be achieved with an Annual Land Value Tax.
In addition, because of Marginal Cost Pricing, an Annual Land Value Tax will encourage landowners to make better use of their land, (keeping it out of use carries the same tax responsibility as using it - making speculation less profitable), thus creating more homes and jobs.
