And not any NHS trust at that - how about a Primary Care Trust which
also controls the funding of all other NHS Trusts in the area? English
PCTs are on offer as we speak ... could you run one for a knock down
price for the Department of Health?
Below are the highlights of an advert in the Official Journal of the
European Union - full text on link below.
Location: a range of sites through out England - PCTs will be divided
into lots.
Duration: 4 years
Description: "The NHS is progressing with the implementation of the
vision and step change from a services provider to a commissioning lead
organisation ..."
Your financial capacity: managing a typical English PCT budget (covering
whole of local health system) of 300m pounds.
Award of contract - 3 operators to be short listed. The 'most
economically advantageous' (cheapest) tender winning.
However the Department of Health reserves the right NOT TO AWARD ANY
CONTRACT since the PCTs THEMSELVES WILL MAKE THE DECISION ON
OUTSOURCING.
This final line is hugely important and shows the retreat the government
has made after a year's campaigning. It shows that the outsourcing can
be defeated by strong local campaigns as in Oxfordshire where we saw off
the giant US multinational 'United Health' last autumn.
Its time to build links between unions, with pensioners organisations,
NHS user groups, councillors of all parties, non-exec directors, the
media and the (suddenly rather powerful) Patient Public Involvement
Forums (PPIF).
