Your health surveillance should be based on a risk assessment as to what your employees are exposed to, how they are exposed and how often. If some are potential sensitisers it may be wise to consult EH40 to see which table they fall in as health surveillance may be required even if limits are below recommendations i.e. isocyanates, glutaraldehyde. Also has workplace monitoring been undertaken to measure exposure levels.
It think it is always better to err on the side of safety than not if in doubt.

My client group are mainly scientists who mostly work with chemicals,
