The Museum- A World Forum
The commission programme has been generously supported by the Arts 
Council of England.
Artists Commission

Phoenix Arts and our partners are launching a programme of commissions 
to develop new works as part of its programme looking forward to the 
Digital Media Centre.  The commissioning programme will span 2006.

The Digital Media Centre will provide a unique international arts 
centre for image culture – celebrating the world where creativity and 
technology meet.  The centre will provide a focus for the wealth of 
creative film making, digital arts activity and new (and old) media 
works being produced in the region.  This programme is part of our 
ongoing commitment to assist in the creation of new digital art and 
providing a showcase for such work.  The full programme – details of 
which follow – features new works developed in partnership with a range 
of hosts, a strong education programme and links to the De Montfort 
University curriculum.

Background

The Museum - A World Forum is a major international conference 
celebrating the public museum: what it was, what it is and what it 
might become.

The conference explores the idea of a ‘Museum as a Forum’ – as an 
institution which collects, researches, communicates, exhibits and 
conserves for the purpose of study, education and enjoyment. Also 
relevant to these discussions will be the notion of ‘digital heritage’ 
and the ways in which Information and Communication Technologies have 
the potential not only to reshape the museum into something more 
dynamic, sociable and participatory, but also to transform both where 
and when a museum experience might take place.

As part of the conference we are seeking to commission an artist to 
create a work which will encourage the idea of both the museum and this 
conference as a forum for public debate and reflection. The commission 
will be a dynamic or participatory intervention rather than a static 
installation.


The University are seeking a new work which will do some (or all) of 
the following:-

•	That reflects an aim to maximise the potential of the conference as a 
meeting place
•	That provides a ‘relief’ to the formality and expectations of the 
traditional academic conference.
•	That encourages imagination, creativity and vision amongst delegates.
•	That encourages participation and communication between delegates 
onsite and online.
•	That changes as conference delegates engage with it.
•	That explores the possibilities of digital forms.  The art work as an 
experiment in how communication can work with web-based technologies.
•	That can be viewed and engaged with both at the conference, through 
online communities and potentially beyond the life of the conference.

The selected artist / s will

•	Be interested in digital and cultural heritage.
•	Demonstrate experience of delivering new (or old) media based 
projects.
•	Have a commitment to diversity

For this commission we welcome submissions from regional, national and 
international artists.

The fee

The fee for this commission is £1500 inclusive of materials and artists 
time.

  A small budget for artists travel associated with the project will 
also be available.

If required the artist (s) will be able to utilise the infrastructure 
of the University of Leicester, including:-

By negotiation
•	Projection opportunities within the three principle (200-seater) 
lecture theatres and various break out rooms of the conference.
•	Use of ‘the Computer Room’ – up to 30 terminals, generally used by 
delegates for checking e mail. PC based system.
•	Equipment owned by the University
•	Use of the University web system.

The artist (s) will also be able to draw on the facilities and 
expertise of Phoenix Arts.  Phoenix Arts will act as project managers 
for the commission, providing regular liaison between the partners 
involved.

Payment schedules will be negotiated with the successful artist.  In 
all cases the final payment will be made when the work is completed.
Timescales

Closing date for submissions	30 January 2006
Appointment to be made 	mid February
Commission to be ready	w/c 14 April 2006

Marketing

Depending on the project a range of tools will be used to market all 
the commissions, including:-

•	Coverage of the project within PA’s brochure with a circulation of 
27,000;

•	Coverage of the project within PA’s website which has an average 
monthly visitor rate of 30,000;


•	PA will work closely with its media partners (BBC Radio Leicester / 
Asian Network) and other media agencies to ensure the highest possible 
profile for the project;

•	The project will also benefit from the University press office 
professional museum networks and academic networks both national and 
international.


Other initiatives specific to each commission and its location will 
also be carried out.

The application deadline is 30 January 2006.

Details of the other commissions
This project is the first of a series of digital art commissions which 
are set to be released in Spring 2006 by Phoenix Arts.
All the projects will be working with digital arts and with a range of
