Hi Jon,
You might want to take a look at the OGC (Office for Government Commerce)
contracts which are buried in their website at
http://www.ogc.gov.uk/sdtoolkit/deliveryteam/briefings/procurement/decisionm
ap/tcintro.html along with other guidance on ICT procurement. They are based
on the old CCTA contracts but are regularly updated. Some of the terms &
conditions may not apply to your project and you will need to incorporate
details of the systems & services you're purchasing. Although they can seem
a bit daunting they are tried & tested and suppliers should be fairly
familiar with them.
Best,
Alice

Subject: Model Contracts
Dear List Members
We are a new HLF supported project just setting out on finding a contractor
to build a data base, web resource and content management system. We realise
that the contract that we offer needs to be drawn up now so that we have
plenty of time to get it agreed by HLF and of course the contractor.
Does anyone have a contract used for a similar IT project that they felt was
successful and we could look at as a model?
Many Thanks in Advance
Jon Kenny
