Hello
details of the scheme are at
http://www.oup.com/online/englishpubliclibraries/
you can see which library authorities have subscribed to which
collections at
http://www.oup.com/online/englishpubliclibraries/libraries/
I'm glad to say that my local library authority, Oxfordshire, has
subscribed to all of the OUP products - this includes not just the OED,
but the Oxford DNB, Grove Art & Music, and Oxford Reference Online. To
access these services, all I have to do is enter my library card number.
It's a fantastic public service, and one which I hope public libraries
will publicise widely.
